Information about vehicle damage

There's a lot of confusion among many players about the vehicle damage zones. All the areas apart from the Strip and Prickle Pine (Gang Base) are vehicle damage-free zones and most of the players don't know that. Some of them complain during terrorist chases and the others accuse each other of hacking.
My suggestion is that a command with a clear description about vehicle damage/damage-free zones needs to be added.

A texdraw as I had suggested would do. 

The biggest problem would be that people could start abusing of it. Anyway if vehicle's tires get damaged, it will be losing health normally, no matter where the player is at. Informing 'em what's happening would be best.
