Uninstall GTA then install it again i think its work

Use Revo uninstaller
This is the best way to uninstall a program

Before you uninstall anything, make sure gta_sa.exe is not running in task manager.
If gta_sa.exe is running and u try to press connect errors like that will pop up. (Had this a few days ago, almost went to uninstall but checked task manager first, and termninating the process fixed the problem)
