Press "F7" once ingame. It makes the chat and killboard translucent, gave me around 5-10 extra FPS

or u can minimize the screen to get more fps while hitting ALT + ENTER, it gets u even more fps.

You can try playing in windowed mode (ALT+ENTER) but if you're a fighter, it's not ideal.

There's a program called GTA Shrinker, it'll blur your game a bit but it gave me an extra 10-15+ fps.
