No, you don't die of the fire(assuming you have full health/armour), but you can shoot, say, your sawnoffs without reloading. I'll show you sometime.

And you could just create a room in another world specifically for the minigame, like jail was created (unless I missed that part in single player, never did actually beat the game lol).
I don't think you get it, if one takes a jetpack and gets out of it, it multiplies. So it spawns like 6 around where you got out of it.
We could make it some sort of minigame though, if my idea here is possible.
Like the /brief minigame, you have to sign up for it. Once done and it has started, there's a point marked on the map, where the jetpack is. The first person to get it wins the minigame(flying back to LV doesn't make sense as others can't hit you anyway) and can have it in the main world. But there's one restriction, you cannot leave it until a timer runs out, which teleports you to e.g. the ship(teleporting removes the jetpack without multiplying it). The minigame should have a limit of amounts of time it can be played.
I think that's better than having it ingame, more special too.

I see, you're talking about creating bots right? I don't think that's possible. There was this plugin for it, but I think that got forbidden as it was made with leaked SA-MP code. I'm sure someone could shine a light on that.
