It happens to me aswell. It's probably SA-MP bug, hopefully SA-MP team is notified already and will fix in newer version.
PS. There is also a similar bug which causes you lose sound. When you switch lots of times radio stations, you may lose sound.

Do any of you have Windows XP? The bug is quite known within XP, but Vista seems to go on unaffected. I know this because after I got this new computer (with Vista) I didn't have the bug, but I used to with my old machine (XP). I've also read about it in a topic from the SA:MP support forum, but they delete posts so often I couldn't find it again for you. :'( Either way, however, this is not a bug within Las Venturas Playground. :+

I had this with XP like TEF said, but never with Vista.
I'm on Ubuntu now, but I havn't installed SA-MP yet.
It would be  interesting to see if it still happened on Linux.

This is a GTA: SA bug so we cannot fix it unless we remove the rain out of lvp.

Exactly, it's a SA bug, not SA:MP bug, it happened to me too, in SA:MP and singleplayer as well... Anyways, I heard it was because of the DirectX sound configuration (In windows XP). I read about a possible solution, you might try it, it might work: go on Home->Run, type in dxdiag. It should bring a window, select "Sound", and where it says "Hardware sound acceleration" or something try to move the slider wether on "Basic acceleration" or "No acceleration". Close the window and try with a restart.

Well, Fireburnt, what should be done is what happened in LVP 2.8x: Remove both "Rainy" and "Thunderstorm" weather IDs (if I remember correctly their IDs are 8 and 16, respectively) from the random changes, which would include the /weer command. I believe both weather types should only be chosen by administrators to make certain this bug doesn't occur to LVP's XP users.

Well, this is only my opinion, as I find the rain to be quite irksome regardless of whether or not I get the sound bug afterward. :+
