It says in the channel topic for a reason to not pass the link on. Jay knows this very well and even stated it in his post. If a dev of your server can follow simple sa-mp rules then I don't see why you should be allowed on the master list. If you want the link come to #sa-mp on gamesurge. Otherwise just wait till its officially released

The IRC channel clearly states to not spread the link, although the channel is public available, if the SA-MP devteam want this way of testing, so you can give direct input in the IRC channel after downloading it, so be it.
No matter what, just accept that and don't fuck around.
