I have a proplem always when i shoot at people they dont die but when they shoot at me i die.....
But it arent cheater its by all people....

How is your ping at such moments?
Or, are you down/uploading stuff? Because if you are downloading at full speed, your ping could be very high, so you can't hit anything.

My ping is from 60 to 100 sometimes 120 but not very high ...
I dont loading some stuff or something else....
So i dont know why...

A ping from + 50 makes it harder to kill (but also harder to kill you). I don't think Skype is responsible for your ping. Maybe you live far away from the server or you just have a crappy internet connection.
Also make sure you always move in a fight. Don't shoot with a Deagle because you can only use it while standing still. With a sawnoff shotgun you can kill a person with full health in 4 shots when that person isn't moving. Move more, die less

Well, Germany isn't so far from The Netherlands
But it can be a bad route to the server.
I've seen it before with a player from Germany, on all the servers, hosted at GTA-Host (LVP, Littlewhitey's.. more), in Amsterdam, he had a ping of 200+ or something. Extreme high for such a short distance.
