A cruise are a bunch of cars (Most of the time around 5 or more, could easily be 20) that drive around SA and stuff, just to chill. People don't like when cruises get disturbed by Drivebyers, Shooters, or just other stuff.
So, what happens if someone disturbs it? He gets jailed. In the worst cases, maybe kicked (If repeated several times).
