Hello Sand,
Thank you for your effort of making a topic.
However 48 seconds of video will not be enough to juge whether a player is just good or using cheats.
Also no recoil (gun not jumping/shaking from shots on the client) is quite difficult to detect in such a video. One could easily adjust the moust to adjust for the recoil.
If it's no spread you mean: Th sawnoff spread in GTA: SA is randomized per bullet. This makes it completely possible to sometimes have a tiny spread without using any modifications.
Long story short: The amount of video evidence you've provided will never be enough to determine the cheats you suspect Jasmine of usng. However we will keep an eye on Jasmine.
