I guess it was a bug, it reported banned (after server restart) but I could re-login and it worked.

This is a known SA:MP bug - http://forum.sa-mp.com/showthread.php?t=534068
Unfortunately, there is nothing we can do about this, it's on Kalcor (SA:MP's developer) to fix it.
