For some reason normal users are not allowed to answer in others' help requests (which is a dumb move, some people can be useful and have more knowledge than others when it comes to helping players). This topic is for you, by searching a bit I found something that might be worth a try: steam downgrader.

The thread is just created under the wrong section and should just be moved to the correct board.
As you can see here, this one is account related.
