You shouldn't have to execute any of these commands yourself, there's a batch script to do that for you.

i don't think 

i think i need those cmds to windows be able to run playground plugins

Did you checkout the playground and server-staging in their own directories already, as described in the other topic?

Did you run the dev-init.bat in server-staging as administrator or normal user?
