They aren't disqualified. They was given a suspended disqualification, as in, do it again and you're out.

Why should England be disqualified? They never started it. Russian fans started the attack.
UEFA have no say when it comes to the streets, they can only take action on what happens in the stadiums hence why Russia got punished.
