Have you allowed CS to gain access to the internet on your computer with your firewall? I don't remember with SA-MP, or anything else, but on MTA Race you have to allow it to connect to the internet before you can see the server list.

Download a patch or something, that, I remember, helped me. If nothing works just find a server using game-monitor website.
