WAIT?!? Did you buy a ATI READON HD 4350?. That card aint no good.. it was maybe a little good for 4 years ago but ain't no good now. can barely run Black ops on low

4350 is absolute trash, if you even want to live I would recommend Radeon HD4650/Nvidia geforce 9800gt or above.

4350 will do fine for SAMP i believe..

You paid $50 for that? You got ripped. The 4350 is a HTPC Card and nothing more.

Edit: Oh and yes it will fit into an open PCI-E slot, which you should have.
