I think Rockstar has given up on PC actually. They said they weren't going to port Red Dead so I doubt they will for this either

I wonder if this is a benchmark for the gaming industry to turn acting into an essential part of the gaming scene. As far as I know it hasn't been done much before and if tried then the outcome has been pretty corny to say the least.

Well Rockstar said there are no plans to so I doubt it. I hope the next GTA will be ported to PC though

A big difference is the fact that you play detective, which makes up a majority of the gameplay (interrogating people, looking for clues, following up on leads, and etc.,).

Imo the voice-acting in this game is the best I've seen so far, and I'm sure it will become the standard for games in the future.
