Not a fan of the current lotto system.
Another problem is people like me gives away loads of cash when I have it spare. This results in me asking who wants money - followed by a flood of IDs and people asking... which sets a bad example to noobs who then start to ask for cash.
So whatabout... if someone has 1,000,000 to give away then can do /lotto 1000000
It is then announced in the chatbox and anyone who wants to apply for it types /ticket (this can be a free ticket for for a small fee - example I can do /lotto 1000000 free and ppl can get free tickets or /lotto 1000000 5000 where the ticket costs 5000 each)
Then the winner is picked randomly out of all those who have a ticket.
3 birds, 1 stone.

I say keeo it as it is currently. No need to add high amount of incoming cash you won with it.
