You need IMGtool to replace your txd files or dff.
1-open gta3.img
2-replace the files.
3-Rebuild archive.
you also try SAMI but it wont work with everything
you just click the rar file with the mod and its done mostly only car mods work.

Most SAMP'ers use weapon mods, and weapon sound mods...
Theres a few good car mods, but not many.

And SAMI is just a big epic fail. Note that your dick's length gets reduced by an inch every time you use SAMI or a similar shit. Do it manually. Lets problems, and atleast you know what files you gotta replace when you fuck it up (which barely happens).
Use Spark IMG to replace the files, and IMG Tool to rebuild the archive.
