Start > Right click Computer > Properties > Advanced System Settings > Advanced tab > Performance > Settings > Data Execution Prevention > Select "Turn on DEP for all proga..." > Add gta_sa.exe and samp.exe to the list > Apply, OK

It works fine here, Win 7 Ultimate x64.

No problems happened yet on 7 for me.. But what I'm seeing there is the thing that used to happen on Vista, no? Indeed try compatibility modus.
