sometimes i see people playing as maccer guy with white coat and white hat with blue jeans (makes me jealous) not that i have a problem but how do they get this skin?

Could you name such a person for me please? So I can see if it's a saved skin or bugged in another way. And of course remove it if they indeed have it saved still(shouldn't be possible though).

When that player next respawns / joins the game the skin will go.
It was probably desync. SA:MP 0.3 has some skin sync issues meaning that although the player appears to have the skin remotely, it will not offer any advantages such as fast turning because the local player does not see the same skin as you.
