There should be an admin command: /npc. Parameters:
- Create (name) - Create and spawn at admins pos
- Action (id) - Perform a special action, like /piss for example
- Record (id) - Start recording playback data for an NPC
- Start (id) - Start the recorded data
- Stop (id) - Stop recording data / stop NPC playing recorded data
- Vehicle (id) - Warp the NPC into the players vehicle
This would allow the ingame creation of buses, planes, trains, strippers, and more. All other commands like /fetch /tp /skin etc work on them so it wouldn't be neccassary to add them in here. There should be a limit of 5 NPCs an adminb can connect.

With the way they hog the CPU, I don't really see the point. A bit gimmicky if you ask me - keep them for more important stuff like transport services and boost your what pulse stats in different ways.
