As simple as that, happens all the time, when you are teleported to the /lyse or /brief minigames when on the ship, You will not have weapons in the minigames.

Yes, I just confirmed this. Typed both /lyse and /brief while standing on the ship and I didn't get any weapons.

Yes, with Rivershell too.
Sometimes you spawn with the weapons when you did /leave.
I have tested the DM minigames too, like Grenade, sawnoff, rocket, Robbery, ShipTDM and it was just normal, I've checked. I didn't check all because some people didn't even sign up for the minigame.
