changing his name and just trying that i will mute him again 
see first he fought with us then left the game when his power becomes low, then he gone to mIRC
ingame he abuses me 5 times.Every time he says to me noob noob i didnt like him  i didnt want to make any report on him but he left me with no choices other than report against him

He dislikes you, so he goes after you, happens all the time.

People are allowed to go undercover.

but when he was fighting with me he pause the game and gone to mIRC .frank123 got banned bcz of this leaving game or pausing like that

That's indeed abusing escape to avoid death, but that's a kick and something that happens at the moment, not afterwards. frank123 is a known world abuser and therefore gets banned quicker with avoiding death things.
