I have not played this for a while,at least 3 or 4 months and when i logged in i no longer have the ability the ability to bank anywhere(i forget what its called) and all my cash is gone.did the game reset or something or..

You have 30 million in your bank.
There has been an update in the server. The old proaccount as you know it, now uses ATM machines scattered around the place.
To bank/withdraw from everywhere you now need a Platinum account. You need 20 pluspoints for that.
