Sorry because i dont follow the bug report rules but its very simple to explain :
Enter in a vehicle
Do /gang create (name)
After /gang skin on
-Then your caracter will stay in normal position , i mean he don`t sit on vehicle`s chair .

Easy solution, don't change your gang skin while being in a car, and afaik, you still can drive.
