The word is extremely racist, regardless of what you may think. The only reason the game has those words in it—and let's be perfectly clear on this—is because Rockstar wanted to make it more realistic in the sense that you were a gang member in the '90s. Just because a word is said in the game doesn't mean it's allowed on the server. Las Venturas Playground has rules that you need to adhere to, and if you don't you will be punished. As Joe_Rock is the one who banned you, you will have to wait until he replies with the ban's length. However, I strongly recommend you never use the word again.
