Is it normal that people can fight and eventually kill people in the bank? Weapons are disabled which would leave me to believe that this is not meant to happen.

its not against the rules to fight in interiors.

yet it is disallowed in ammunations and eateries (not so much disallowed than just no damage is done)?
I'd figure the bank is the first place you'd figure to disallow damage since people are doing money transactions.

The next update, 2.90, has a system which stops players from taking damage from others in interiors, you can still fight with people though, it just won't do them any damage.
