is there some special way to tell when u can buy a prop besides the pop up messages. everytime i try to buy a prop it tell me u must be in a prop to purchase. what does that mean

There is a bug with SA-MP involving pickups that effects some players when it comes to purchasing properties. We have however found a possible solution, so it is likely to be fixed in Las Venturas Playground 2.90.

2.90 will take a while. It has a lot of planned features, of which some information can be found here. Once the bug is fixed and we can definitely confirm that it 100% works, we are likely to run it live before the release in 2.84. So I guess you will just have to be patient and bare with us for the time being. It is a problem with SA-MP making it harder to find and fix.
