what i tryed untill now
1.reinstalled SA & SAMP
2.closed firewall & all antiviruseeez and nothing

Maybe a network firewall is what's blocking you?
Do you have GTA
A v1.0 installed?

And you can also try SA-MP 0.2.2 R2, although R3 should be working.
