A family member, friend, eitherway cheating is still a lifetime ban.

You were caught using cheats ( weaponcheats to be specific, some admins were keeping an eye out for you, as you bought a certain amount of spawnweapons, after fighting you still had the same amount .. )
Using another name and lying about it, is quite lame.
EDIT : You were caught using moneycheating, too.
Once denied, will stay denied.
