Props restore like 50% of my reconnects (directly after a timeout, so it fits perfectly in the 5min limit).
Weapons never restore.

You can get 100 mill from props within 60-90 minutes pretty easily- and if you have connections I'm sure you could ask them to send you cash so that you get 100mill within 5 minutes. It's not that hard.
