Which part of what estroe say above you don't understand?If there wasn't any members of [Dx] you could be a ref,in this case there is so the answer is NO.
Why?,because clan/gang members could take part for their mate or clan mate.

Of course a complete noob can't be a referee, it has to be someone at least a bit known who knows what he's seeing. But if we pick a few refs who must there at every fight, it will take ages. You can decide a referee together.
