I just tried it. It says I just need a new CPU. I'll get that but I doubt that's all I need. The second link showed GTA 4 for PC and made the Can You Run It tell whether your PC can handle it or not before Rockstar even mentioned the specs, so I don't trust it.

Just know that if you just meet the system requirements doesnt necessarily mean that you will be able to run the game properly, but the test is pretty good way to simply tell you how high you will be able to put the settings.
