well look, first own a pc/server that you have in an data-center or at your home
than you need to keep it always running, be sure that you have it only for server-use not for other thinhgs like we!

well you have www.no-ip.com, then people can connect like grove-server.gameserv.com:7777
and no-ip.com has a program that check your ip everytime and then change it so there system so the ip linked to grove-server.gameserv.com:7777 is always right
