Turn your windows mouse sensitivity DOWN as far as you can stand it, then turn your in-game sensitivity UP. Turn OFF "sync every frame" in the graphics options (not sure if that's the exact wording, but you get the idea). If you leave it on the mouse feels laggy, but smooth.
