You most likely have an LCD monitor which blurs at low resolution, pause the game, go into options/video options, advanced, and turn up the resolution to 1440x900:32 (or the highest your monitor can go) in game, that should fix the issue.

He got the card retail, buying parts from a retail store is always a bad idea.
