OK, let's use an intermediate solution: under 12, 12-15, 16-19, 20-23, 24-27, 28-31, 32 or over.
Hope you noticed that each group starts (not ends) in a highly divisible number. Because life starts at age of 0, not age of 1, also because who just had 20th birthday, should vote at 20-29, not at 11-20.
