dont do it like that.. download nHancer bet you got a nvidia card???
well if you do download Nhancer add san andreas .exe file and in nhancer set anisotropic filter to 16 or lower if your card cant handle.. think that do the trick.. 16x is nice

turn anisotropic off set the LOD bias to -3.000 and make sure negative lod bias setting is set as clamp in the driver. then try
if still not working turn on anisotropic filter on 16 x with the lod bias settings above
tell me if this worked?
