Your statement is basically indicating that "Horrific pictures are not allowed". Where in the forum rules does it say anything about posting 'graphic' pictures?
If I were Turkey, I would categorize those images under "Warez, Illegal Activities and other unwanted behavior", specifically as "unwanted behavior".
Also, in the agreement that is presented when a user registers a name, it states that the user agrees not to "...post any material which is false, defamatory, inaccurate, abusive, vulgar, hateful, harassing, obscene, profane, sexually oriented, [or] threatening..."*
You see, Jay, one of the reasons that humans (instead of only computers) are hired to moderate a group of people is to they can make decision on the spot about any possible infraction that might not be addressed directly in the rules.
