Management can set the weather and time, but only with a set provided by GTA:SA.
There's no preset for snow weather, and it cannot be made, because it wouldn't sync with everyone.

Strictly speaking, LVP does run a script that automatically changes the weather periodically.
The way the time runs can be set by the management, not just the time itself.
So normally, both time and weather work by themselves.
