I believe only kinds that don't affect your game play, like a trainer for 10 mil, or a mod to have a rocket blada blada. But i've had a full weapon replacment (just the guns) and i've not been banned for it.

As long as it doesn't work for your advantage and other players' disadvantage, modifications such as car/weapon replacements shouldn't cause a problem. It might, however, cause GTA to be a bit more out of balance which could lead to either you having to reinstall it (What happened to me) or lagging. But, of course, it's just what could happen, not what will happen.
