Yeah, about Sir_Mo, someone who uses to make HD videos to report people (of things that he does as well), it's obvious that he tends to abuse of it, and he already got caught a few times before. But yeah, we can't always be so sure whether someone else's actually lagging or if he / she's provoking it.

i dont get how it would not be possible to see whether players use F8 on irc

F8 is a client "command". The client does not send any "packets", or information, when they execute this command, simply because there is no need to. Therefore the server simply doesn't know when the client presses it.
