turn on framelimiter
menu-options-display settings-advanced-framelimiter must be ON
then type fpslimit 45 ,i wont exp why 45

I made a fix for this once (so u could have any FPS and still strafe). I could try digging it up from some old harddrive or something.

Might sound like a stupid question but are u sure ur actual FPS is below 48? Have u checked this with fraps or xfire? /Fpslimit wont work if framelimiter is off.
