That's not LVP's fault. You've been banned from the GTANet IRC server.

By contacting the GTANet staff, all the info for GTANet can be found here and GTANet staff can be found here
Before you try contacting them, give the ban an hour or so as it might only be a temporary ban. Like the ban for more than 3 connections.
