Do you mean for single player or for multiplayer?
If it's single player, I can't decide D:
CoD1 + United Offensive was definately the most fun.
CoD2 had the best storyline
CoD4 has the best gameplay
MW2 is an epic sequel...
But for multiplayer, I've only played the two:
CoD2 and CoD4.

Cod 3 > I briefly played this game on my Play Station Portable and it was really fun shooting everybody in sight
Cod 4 > Classic.In my opinion the best Modern Warfare yet.
Cod 5 > Love this game!MY favourite Cod!The zombie mode is amazing and fun
The multi-player is cool too.Cod 6 > God this game has went wrong in so many ways.. No beta?
