If he had 70FPS before, there's no reason why he should tune everything down to the point the game looks like shit.
The stream memory fix allows SA to use A LOT more memory than it, by default, allows. Try it.

When I can play games like CoD4 on the highest resolution with 50 FPS there shouldn't be problems with GTA.

good thing is, i tried to use the widescreen mode. it gave me fucking +40FPS hell yeah, nice to play with about 70fps again.
so this could/should be closed.
