HC4L never was officially a part of it since neither Hooligan nor UzI ever agreed to it, it was basically just Maddolis announcing it

Similar with MOB, sometimes someone would claim they were allies but they never were part of The Outlaws. It was only after the HC4L vs MOB war started that UvH allied with MOB.
