Exactly. Carcass never replied so you are not unbanned. Don't rejoin the server unless Carcass (or another crew member) tells you you can. Now just wait for him to reply; I've already notified him of this appeal.

Well you had 2 large money increase which caught my eye so I began watching you. Soon after, I noticed you were chasing a runner and who got far away. You'd stop running and teleporting/air break forward (not sure which) large distances to get close to the guy. You did it like 3 times so I am sure you were using some form of cheat to do this.
Unless you can explain the the Large money increases and teleporting/airbreaking (which I highly doubt) you will remain banned.
