They usually don't work in elevators, but there are some that do. Even if he didn't, so what? Not everyone has a cell phone.

Try getting stuck in a old bomb shelter for eight hours because the latch was rusted and it broke off.

Being stuck in a bomb shelter can't compete with being stuck in a lift (elevator) between 2 floors with the phone not working or anything (I don't think we have phones in ours in England...or...I've not seen one so far)
