Are you sure you run both sa-mp and GTA SA as administrator?
Right click on gta-sa.exe, properties > Compability and check the box 'Run as administrator" Hope it helped

SA-MP works better with a downloaded version of San Andreas.
I would say download it.

Well I can now get on LVP!

Start Menu => Right click My Computer => Properties.
Click Advanced System Settings.
Click continue if a UAC window appears.
Click on the Settings button under Performance section.
Click on the Data Execution Prevention tab.
Choose "Turn on DEP for all programs and services except those I select. "
Add gta_sa.exe to the list.
